Pre Conference Workshops: Tuesday 16th September

9:00 - 12:00 Workshop A: How to Strengthen International Exchange of Information for Maritime Security

Presently, with the possible exception of the regular reporting of piracy incidents by the IMO and the sharing of threat-related intelligence (typically on a need-to-know basis), there are no mechanisms by which Maritime States can exchange maritime security information in a timely way. While data banks such as the Global Integrated Shipping Information System (GISIS) provide an excellent means of accessing information, they are not conducive to exchanging information.

Typically, information exchange occurs at periodic meetings of maritime security committees and working groups established by organizations such as the IMO and APEC, or at conferences. However, the multilateral dissemination of such information tends to be time-delayed and may be limited to the participants who become responsible for keeping their home organizations aware of new and emerging trends and issues in maritime security, and maintaining their international contacts. Arguably, in the fast-paced world of maritime security, more reliable means of communicating and exchanging information internationally are required. The aim of this workshop is to identify:

  • the information exchange mechanisms that currently exist;
  • the challenges and gaps associated with using them;
  • priority areas for the international exchange of information; and
  • opportunities for meeting these needs.

About your executive tutor:

John Platts

John Platts whole career has been spent in Canada’s transport sector, emigrating from the UK 40 years ago as a highway engineer. After obtaining his M.Sc in Transportation, he joined the federal government in 1973, becoming the director responsible for management services in Civil Aviation Safety during the 1990s when it grew into Transport Canada’s largest and most complex program. As Special Advisor to the Director General, Security & Emergency Preparedness from 2002 until retirement in 2004, he has played a central role in establishing Transport Canada’s marine security program through chairing working groups and organizing consultation sessions across the country. Internationally, he has represented Canada on APEC, G8, IMO & OAS committees, and chaired the group which produced the ILO/IMO Code of Practice on Security in Ports. His post-retirement focus has been on capacity building through leading needs assessment missions and developing technical assistance programs. As a result of his close involvement with programs and government departments undergoing major structural change, he has gained unique insight into the challenges being experienced by Maritime States in establishing the governance structures necessary for the effective implementation of international security standards.

1:00 - 4:00 Workshop B: Assessing and Managing Threats and Risks

With today’s changing security environment it is imperative more than ever to understand how to better assess risk management with earlier threat detection. This highly interactive forum will help uncover practical solutions on how we can better assess threats for different maritime evironments. Key takeaways will include:

  • What is risk?
  • Understanding the difference between risk and threat
  • Defining maritime risks
  • Quantifying and assessing risk – Does impact times likelihood do the job?
  • Providing potential solutions for future risk and threat situations
  • A Assessing the future outlook for the threat environment: What can be done to improve and detect threats and risks even earlier?

About your executive tutor:

Richard Davies is the Operations Manager for the National Maritime Coordination Centre in New Zealand. He joined the NMCC in 2005. He has worked in a variety of government agencies, most notably the Treasury from 2000 – 2003 during which time he was involved in establishing the NMCC, as well as the purchase of maritime patrol vessels for the Royal NZ Navy and upgrading P3 Orion aircraft for the Royal NZ Air Force.


Mid Conference Tutorial: Wednesday 17th September

5:30 - 8:30 Workshop C: How to Overcome Australia’s Maritime Challenges

The maritime domain has played a prominent role in the life of past and present civilisations. However, the twenty first century could be effectively described as the ‘blue water era’ as the maritime factor will increase dramatically in terms of its strategic significance. For Australia, interaction with the sea is a matter of profound importance, a factor of national survival. This interactive workshop will provide a forum for analysis and debates of matters that affect or may/will affect our effectiveness of utilising the maritime domain, being a maritime nation. The key takeways from this session will include:

  • Understanding Australia as a maritime nation and national popular and strategic culture
  • Traditional and asymmetrical maritime challenges and threats
  • RAN capability upgrade
  • The effective management of EEZ and offshore territories
  • The significant impact of the antarctic factor

About your executive tutor:

Dr. Alexey D. Muraviev

Dr. Alexey D. Muraviev is a strategic affairs analyst at Curtin University of Technology. He is an award-winning lecturer in International Relations and Strategic Studies in the School of Media, Society and Culture at Curtin. Between 2001 and 2004 Alexey was the Director of the Graduate Studies in Strategy and Defence Program (Western Australia).

He advices members of state and federal government on foreign policy and national security matters and is frequently interviewed by state, national and international media.
